摘要
我国的特种设备数量以超过8％速度增长，特种设备事故起数和伤亡人数居高不下，所造成的财产损失巨大，万台设备事故率和万台设备死亡率远高于国外发达国家水平。政府对特种设备的安全工作非常重视，提出了到2010年实现初步形成规范完善的特种设备安全运行和有效监管的法治秩序，实现“杜绝特大事故、遏制重大事故、减少一般事故”的目标。
本文根据全国最近8年多的2500多例特种设备事故案例信息，使用数据库技术，整理出事故相关要素信息，建立特种设备事故和特种设备事故原因的相关要素的数据库。使用统计方法，分别统计所有特种设备、分类特种设备的特种设备数、特种设备事故原因。使用归纳推理方法，总结特种设备事故的发生规律；根据帕雷托原理，找出导致特种设备事故发生的主要原因，并对统计结果进行分析研究。对主要的特种设备事故原因，按照设备单类特种设备分类，再次细分原因进行深入统计分析。研究影响特种设备事故的要素，找到影响特种设备发生、发展的一些隐含因素，对特种设备事故的控制将起到重要的作用。
找出事故的主要原因以及影响要素是本文的重要任务，找到有效的特种设备事故控制措施是本文的目标。通过对特种设备事故主要原因的分析，结合近些年国家出台的有关特种设备发展规划、相关政策法规的出台，以及有关特种设备科学技术的发展，总结分析已经实施的特种设备控制手段对特种设备事故控制的影响，研究特种设备事故控制有效可行的措施，为特种设备安全监察工作提出有用的意见和建议。

Summary
The number of special equipments of our country is increasing at the rate of more than 8%, the high number of accidents and the casualty caused by special equipments results in tremendous property damage, the accident and casualty rate in 10,000 special equipments is much higher than that of foreign developed countries. Our government has put much importance on the security work of special equipments, with the aim of realizing the safety operation and effective supervision on special equipments, to avoid and hold back severe accidents, to reduce ordinary ones.
This article has worked out important information related to the accidents by database technology, according to more than 2500 special equipments cases along recent 8 years, to build a database about special accidents and the reasons. In this article, the author takes advantage of Statistical Method to work out the reasons and quantity of the special cases and classify them; the author also uses induction and deduction measure to make out the law of the special equipment accidents happening; the article finds out the main reason for the special equipment accidents, analyzes and researches the Statistic results according to the principle of Pareto. Moreover, in this article, the author has put the main reasons of the special equipment cases into specified kinds and carried out deep analysis. Such work, as researching the factors resulting in such accidents, looking for some implied factors influencing the happening and developing of special equipments, will be important to control the special equipment accidents.
The main task of this article is to find out the main reasons and elements connected with the accidents, and the main aim is to find out effective control measures for the special equipment accidents. Through the analysis of the main reasons for such accidents, combining government policies and regulations and development plans about the equipment published during recent years, with the relative scientific and technologic development, the article has analyzed the influence on the controlling of the accidents by present methods, researched more effective methods to control them, and proposed useful advices and suggestions for security and supervision work on the special equipments.
