有文章说日本的公务员也搞形象工程。凡是老百姓看得到的地方都要“示穷”，越寒酸越好，能凑合就凑合。办公楼尽量不装修，公务车能便宜最好。有些基层的课长坐的椅子都磨开了花。
日本的发达有目共睹，说政府没钱谁也不相信，那么做出一副贫穷的样子为哪般？一位日本公务员道出“真谛”；可以让百姓看了感觉政府没有乱花自己的税金。还觉的政府穷的可怜，让百姓有优越感。真让人啧啧称奇。取悦百姓的背后是一个“怕”字！
回头看看我们可爱的政府就感觉那真是天壤之别。印象最深的是法院。中国的法院建筑得那叫一个气派！拾阶而上，巨大的石拄众星捧月般支起豪华大屋。执法水平常受质疑，但其建筑气派倒很像衙门。威严的石狮子彰显着法院老爷的神圣不可侵犯。只是不明白在尚不富裕的中国，有关部门在建衙门时可曾想过你们花的是纳税人的钱？可曾举办过一次听证会？
中国政府是世界上成本最高的政府！这个世界之最不知道让有些部门或有些人是感觉自豪呢还是感觉丢人？安徽有个号称“白宫”的区级办公楼，郑州也有个区不甘落后，有些地方不断刷新中国豪华办公楼的记录。只要有点管理职能的部门若没幢牛皮的办公场所那简直叫寒酸。互相攀比楼宇，座驾，办公空间，甚至连包养的小2小三都不能低于对方。你养戏子我就包主持人，你玩模特老子就米西个歌唱家给你看看，让你艳羡的流哈拉子，谗死你！
许多国家贫困级的县区也要搞偌大的广场。有条件的搞，没条件的创造条件也要搞。反正是崽卖爷田不心疼。看看各地的“电老虎”的办公楼，光楼体外挂的空调主机就让你削尖了脑袋想到里面上班。“电老虎”的员工用电不花钱，自来水公司的用水不买单，铁老大坐火车免费还抱怨坐个汽车买票，与垄断沾上边的单位，哪家没有块自留地？
但要盖学校，救助弱势群体时这些老爷们却哭穷，少抽包天价烟，少喝杯特级茶不知道能惠泽多少百姓。中国政府公务员的摆阔与日本政府公务员的示穷恰恰形成鲜明对比。示穷的背后是执政者如覆薄冰的战战兢兢；摆阔的风气下是官老爷们竞相的骄奢淫逸。理念的不同其政绩差之千里。

Some articles say that the Japanese functionaries also do Image/vanity Projects(in Chinese called xing xiang gong cheng). All the government facilities that common people can see,will try to have a stagnation look,and the poorer the better.They try not to decorate their office buildings,and use the cheapest service car.Some section chiefs' chairs were frayed badly.
Japan ,such a developed country,it's universally recognized.No one would believe that if the government cry don't has money .So, why are the government doing so? A Japanese functionary gave us the fact,to make common people feel superiority by let them believe that the government is upritht and didn't abuse their taxes. The government did a wonderful job,that to be a server of it's people not a master.
There is a worldly difference between Japanese government and ours.The Chinese government's building are all imposing,espacially courthouses' building.Ascend the stairs,splendid housetop supported by huge stone pillars. The magnificent air which is like Yamen in feudal China,but we don't dare give any praise to the functionaries' enforcement level.The majestic stone lions symbolizing the courthouse lords are sacred and inviolable.People just don't understand that in China ,far from prosperous,if the related departments ever concidered that the money they had spend on are belong to taxpayers,and if they ever hold a hearing?
Chinese government's cost is the highest in the world !Should this title make some departments or someone being proud or shaming them? There is municiple building ranks as "white house” in Anhui,and Zhengzhou is not fall behind.Some local governments are continually to break the luxurious office buildings records.It would be embarassing for a department (which got some power ) ,if it don't has a dignified office. Officers' comparing is undertaking among the buildings,cars,working space and even the mistresses.

There are many impoverished county also want build majestic square,whatever they have the proper conditions.The local officers won't give a damn if their own interest be on stake.The electricity consuming office buildings which covered by air-con machines made people long to work insight.The buildings are so electricity consuming,but the related staff won't pay a dime to the bill.And so as the water supply ,railway companies.Those monopolized companies always take good care of their own people.
But when turn to establishing schools and to help those vulnerable groups ,these cocky lords cring being hard up.Numerous people will get benefited,just by the lords consume less super expensive cigarettes and super rank tea.The comparison between Chinese functionaries and Japanese functionaries is so distinct.Behind the ostentatious are the officers competitions to go to degeneration;and beneath the modest surface are the people servers' humble hearts.The different idea of how to being a functionary made the offical achievements poles apart.
